A. I've found Rome's tolerance (and cunning!) was their success with the Empire..following outright manpower of course. The success in battles as they grew came from the huge pool of soldiers they kept gaining as countries were incorporated into the empire (countries weren't always 'full' members) and people became eligable for service in the army. 'conquered' countries would agree to such terms because they had no choice really - though the romans put it to them more subtly than this. success afterwards came with the Romans attitude of tolerance and assimilation - people largely kept their own traditions and customs, even religions, but these were worked in with the traditions of the Romans.. so really t he term 'Roman' becomes quite a… [cont.]

A. The biggest challenge facing Holy Roman Emperors was trying to keep the Empire together. The Empire was little more than a confederation of states ruled by princes that rubber stamped the election of the Emperor and acknowledged the Emperor as the overlord of the German states. But deep down there was very little that the German states had in common - it was the Holy Roman Empire that held a collection of both Catholic, Protestant, Lutheran states together. While the Emperor came from the staunchly Catholic Austrian Habsburg family, the German princes came from protestant or Lutheran backgrounds.
